Every winter audits the work you did last summer
Pavement in Northeast Ohio does not wear out gradually. It is taken apart, one freeze at a time, starting at whatever opening was left unsealed in the autumn. Which is why the useful question about a lot here is never how it looks in September. It is what got into it before December.

The mechanism, because everything else follows from it
A commercial lot is a structure with three parts. The asphalt on top is a wearing course, a few inches thick, whose job is to shed water and take tyre contact. Beneath it is compacted aggregate that takes a concentrated wheel load and distributes it across a wide enough footprint for the soil to carry. Beneath that is subgrade, which across most of Cuyahoga County means glacial till and lake-plain clay that does not drain in a hurry.
In a mild climate that system ages. Here it gets dismantled, and the agent is water changing phase.
Water enters through any opening in the surface — a crack, a failed joint, a pulled patch edge. It sits in the aggregate. It freezes, and in freezing it expands by roughly a tenth of its volume, which is enough to push base material apart and open the crack above a little further. Then it thaws, the base settles into a slightly looser arrangement than it had before, and a marginally larger opening is ready for the next cycle.
That happens dozens of times in a season here, not once. The lot that developed a pothole in February did not fail in February. It failed in October, when the crack that let the water in was still a crack and still cheap.
What the lot is telling you
Distress patterns are diagnostic. Reading them correctly is the difference between a maintenance line item and a capital project, and the two get confused constantly.
Potholes
The classic Northeast Ohio complaint and the most misunderstood. A pothole is not damage to the surface. It is the surface collapsing into a void that freeze-thaw already excavated underneath it, and traffic is now enlarging daily.
Which is why a cold-patch fill in March is a traffic-safety measure rather than a repair. It stops the hole growing and it stops vehicle damage claims. It does not put back the base material that went missing, and it will come out again.
Interconnected cracking across a driving area
Alligator cracking means the base beneath is no longer distributing load and the pavement is flexing under every axle. It appears first where loads concentrate: drive aisles, the approach to a dock, the turn into a dumpster corral, the lane a delivery truck uses every morning.
There is no surface treatment for it. The area has to be removed full depth, the base corrected, and the section rebuilt. Anything else is deferral with a cosmetic finish.
A patch that has failed more than once
Treat this as information rather than as a defect. Two or three replacements in the same footprint means the cause was never addressed, and the cause is nearly always water arriving somewhere and having nowhere to go.
The productive move at that point is to stop buying patches and establish what keeps delivering water to that spot. Asking the question is free, and nothing short of answering it breaks the loop.
Water standing after rain, and snow stored in one corner
Ponding is a structural warning dressed as a nuisance. The pavement under a puddle is being soaked continuously, and in this climate that water is going to freeze in place at some point.
The version of this that property managers underrate is snow storage. Ploughed snow piled in the same corner every storm sits there melting into the same few hundred square feet from December through March, refreezing overnight, week after week. Those corners fail first and they fail predictably, and moving the pile is free.
Plough scars, gouges and raised structures
Snow removal leaves its own signature. Blade gouges along a high spot, chipped edges at speed bumps and islands, and torn asphalt around manhole frames or catch basin castings that sit proud of the surface.
Those raised structures are worth attention specifically, because a blade that catches one does damage every single storm, and the repair keeps getting undone by the next contractor through the lot.
Edges, curb lines and the perimeter
Asphalt has no tensile strength at a free edge. Where a curb has been broken out by a plough, where an edge meets a grass strip that has eroded below it, or where water runs along the perimeter every thaw, the material loses lateral support and breaks away in pieces.
Regular rectangular cracking across a quiet area
Block cracking, in a rough grid, in parts of the lot nothing heavy drives on. This one is not about load at all — it is the binder shrinking and hardening with age and temperature swing. It tells you the surface is old rather than that the structure is failing, and it is one of the few patterns where a surface treatment is the correct answer.

Five local realities that change the arithmetic
It is the number of crossings, not the low temperature
People assume the coldest night does the damage. It does not. The damage is done by the count of times a pavement passes through the freezing point, because each pass is one expansion cycle. A Cleveland winter delivers a great many of those, and a lot closer to the lake experiences a different count than one in the southern suburbs.
Deicing salt attacks the surface, not the structure
Salt does not dissolve asphalt. What it does is keep water liquid at temperatures where it would otherwise be frozen and harmless, which extends the hours per winter that water is free to move into the pavement. It also accelerates raveling on a surface whose binder has already oxidised, and it is hard on concrete curbs and walks at the same time.
A 1965 base under 2026 delivery traffic
A large share of the commercial lots in this county were originally built between the late 1950s and the early 1970s. The base under them was specified for the vehicles and the delivery frequency of that era. What crosses them now is heavier and far more frequent, and the base has not grown to match. When a lot that was fine for forty years starts failing quickly, this is usually why.
Meltwater is a drainage load nobody designs for
Drainage on a lot is sized for rain. A thaw behaves differently: a large volume released slowly, from wherever snow was pushed, often over ground that is still frozen and therefore effectively impermeable. Water that would have soaked away in June runs across the surface in February and finds every opening on the way.
The paving season is short, and that is a scheduling constraint
Hot mix has to be placed and compacted within a temperature window, and in this region that window closes. Work that gets deferred past it does not simply happen later — it happens after another winter has worked on the same defect. Sequencing a project around that calendar is a real part of the planning here in a way it is not further south.
Spending in the right order
Most wasted pavement money on commercial property is not spent on bad work. It is spent on good work performed in the wrong sequence, which produces a lot that looks correct through one summer and comes apart on the same schedule it was already on.
- Establish where water goes, including where snow gets piled and where the meltwater from it runs. Everything downstream of this is affected by it.
- Rebuild what has failed structurally: full-depth repair of alligatored areas, the potholes, and anything sitting over a base that has lost material. This is the unpopular line and the load-bearing one.
- Seal the cracks that are still only cracks, before the autumn. This is the highest-return maintenance available in this climate, for exactly the reason the opening section describes.
- Only then treat the surface. Sealcoating and overlays address appearance and oxidation. Neither adds structural capacity, and both are money spent twice when they go over a base that is already going.
Inverting steps two and four is the expensive version of this mistake. An overlay over a failing base telegraphs the same cracks through the new surface within a season or two, and the eventual repair now has to remove both layers.
Keeping the site running while the work happens
On an occupied commercial property, phasing is usually a bigger constraint than the paving itself, and it is worth agreeing before anything is scheduled rather than after.
Spot repairs phase easily, because individual areas can be barricaded while the rest of the lot operates normally. Full-depth work and overlays are harder, because a section has to stay off traffic until it can take load, and how long that takes depends on material and on temperature.
The items worth settling in advance are always the same: which areas close on which days, how vehicles and pedestrians route around each closure, how accessible parking and accessible routes stay available throughout, how deliveries and refuse collection are handled while a dock or a corral is out of service, and when each area can take traffic again. Tenants tolerate disruption they were told about in advance and escalate about the identical disruption when they were not.
Where we work
Cuyahoga County is the practical boundary for most of this work, and the lots inside it vary more than the map suggests — by age, by what the site is asked to do, and by how much snow lands on it.
Making three proposals comparable
Competing bids on the same lot routinely differ by a factor of three or four, and all of them can be honest, because they are quoting different jobs. Settle the scope first or the lowest number wins by default and the difference reappears as a change order.
The questions that flatten the comparison:
- Which areas are full-depth repair and which are surface work? Marked on a plan, with square footages.
- What thickness of asphalt, in how many lifts, and what is the compaction requirement?
- Is existing base being reused, supplemented or replaced, and to what depth?
- What specifically is being done about drainage, and where does water go afterwards?
- Are manhole and catch basin castings being adjusted to finished grade, or left as they are?
- How is the work phased, and which areas are out of service on which days?
- What is excluded, and what triggers a change order once work has started?
A proposal that answers those is a scope of work. One that offers a square-foot rate is a number waiting for the conditions to be discovered, and the discovery happens after the equipment is on site.
Cleveland pavement questions, answered straight
Why do potholes come back in the same place every spring?
Because the pothole was never the problem. Freeze-thaw removed base material underneath and the surface collapsed into the void. A fill replaces the surface, not the base, so the void re-forms and the hole returns. Ending that cycle means a full-depth repair and finding out why water is arriving there.
Is cold patch a waste of money then?
No, but it is a safety measure rather than a repair. It stops the hole enlarging and it reduces trip and vehicle-damage exposure while the weather makes proper work impossible. Treat it as buying time until the season allows the actual fix, and budget accordingly.
Does road salt damage asphalt?
Not directly in the way it damages concrete and reinforcement. What it does is keep water liquid at temperatures where it would otherwise be frozen and inert, which increases the hours each winter that water can move into the pavement. It also accelerates surface raveling where the binder has already oxidised.
We keep piling ploughed snow in the same corner. Does that matter?
Considerably, and it is one of the few things on this list that costs nothing to change. A pile in one corner melts into the same small area from December through March and refreezes overnight, so that corner takes a whole winter of saturation and freeze cycles the rest of the lot does not. Those areas fail first and they fail predictably.
Can we just overlay the lot rather than rebuild sections?
Only where the base is sound. An overlay placed over a failing base reproduces the same cracking through the new surface, generally within a season or two, and the eventual repair then has to remove the overlay as well as the original pavement. Structural repairs come first; the overlay is a decision about the surface afterwards.
How late in the year can paving be done in Northeast Ohio?

Our manhole covers sit above the asphalt and the plough catches them. Is that fixable?
Yes, and it is worth raising separately because it causes damage every single storm rather than once. Castings can be adjusted to finished grade as part of a repair or resurfacing scope. Left proud of the surface, the asphalt around them keeps tearing and the repair keeps getting undone.
How do we compare proposals that are wildly different?
Get each one to mark full-depth repair areas and surface areas on a plan with square footages, state asphalt thickness and lift count, say whether base is being reused or replaced and to what depth, and state what is being done about drainage. Differences of three or four times usually disappear once you can see that the bidders were quoting different work.
